Unsanitary Raccoon Presence

An experiment in documenting a serious situation I face...
(Note: photos were taken with a digital camera, however the quality is poor as I have taken only a few dozen photos in the past 20 years. I also tend to shake with fear and anxiety when trying to focus the camera.)

This is a dated set of photos showing the continual presence of raccoons I've been enduring and some of the unsanitary conditions related to their presence. The top left photo shows cat food being left on the property by a neighbor who claims she has been given permission to do so. (Numerous feral cats also frequent the property.)
The center and top right photos show some animal waste near the laundry room door on the premises.
The bottom three photos show raccoons a mere two to four feet beyond my living room window. The bottom center photo shows a raccoon gazing toward the balcony above my unit. The tenants in the upstairs unit have a bird feeder hung over their balcony and I have seen food coming down into the bush supporting the raccoons. When the food items are tossed the raccoons scramble around the bush to get the food.
The animals are not the pests, though that is the common phrase applied to them.
It is the people who are the pests in this case.
It is so difficult for me because no agency or authority is able or willing to help me with this problem which persists as of the date I am uploading the photo.
One would think a reasonable landlord would not himself put up with this type of nuisance. Though I've complained repeatedly to him, orally and in written form, the presence of the raccoons continues - along with the wasting of the landscaping and the deposits the animals leave behind.
The very serious diseases associated with raccoons and their waste products are rare, but being stricken with those diseases is not impossible.
